Highlights of PM Narendra Modi's maiden speech in Lok Sabha


NEW DELHI: Prime Minister Narendra Modi on Wednesday responded to President Pranab Mukherjee's address in Parliament on June 9, saying that his government will fulfill the promises made by the President in his speech.

Making his maiden speech in Lok Sabha as Prime Minister, Modi said that his government will be devoted to the poorest of the poor and stressed on converting the country's image from "scam India" to "skill India".

'Modi's leadership style best for India'

MUMBAI: When the PMO said Narendra Modi will have a final say on policy matters, it clearly set the tone for a centralized structure of operation in the new government. Some companies decentralize their structures to cut down on bureaucracy and enhance creativity. However, given the context of the Indian economy and Modi's personal style of functioning, management gurus TOI spoke to believe a centralized structure of governance would work best for India. 

In a centralized structure, a leader has a strong control over decision making, while in a decentralized structure, managers down the hierarchy are empowered to take decisions. In larger multinationals, the operations are generally decentralized across geographies. "What India needs now, more than ever, is centralized decision making in setting fiscal, monetary, and regulatory policies but decentralized decision making with regard to creating new businesses and getting the economy going," said Vijay Govindarajan, Coxe Distinguished Professor at Tuck, Dartmouth. 


But there is a difference. Experts are hopeful the Modi government would not micro-manage all economic activities. Prior to 1990, India followed centralization to a fault where the government was running steel mills and power plants. "The government should do what is supposed to do - govern and let the Indians do what they know how to do well — fuel entrepreneurship," said Govindarajan. 
The previous government, which followed a decentralized structure, was criticized for its policy paralysis. There are specific reasons why companies adopt either of the two structures. "Whether it is a centralized structure or decentralized, one cannot make a virtue out of the two management styles. Both have their value and relevance depending on two things; one, the context in which the leader operates, which includes the task at hand (which in corporate sector is described as strategy) and the ecosystem; and the second, the personal style of the leader," said Santrupt Misra, director, HR, Aditya Birla Group. 

The context in India's case is certainly challenging. As for the personal style of the leader, Govindarajan said Modi's leadership style is perfect for the times and India needs a strong leader "who is not afraid of making the tough decisions".

PM Modi's 10-point agenda of the government



New Delhi: Prime Minister Narendra Modi has got his ministers working and has issued them guidelines and priorities. Modi, who addressed his second Cabinet meet in the past 48 hours, has listed down a 10-point priority list for his government.


Sources say that Modi has urged ministers to build up confidence in bureaucracy so that they are not afraid of the consequences. Modi also told them that innovative ideas are welcome and bureaucrats should be given the freedom to do their work.

"The PM wants all ministers to have their own time-table on the priorities in each ministry for the first 100 days," said Parliamentary Affairs Minister after the Cabinet meet on Thursday. "The PM said states should be given priority and letters from the states should be responded to," he added.

Following are the 10 priorities that Modi has listed for his government according to sources:

1. Build up confidence in bureaucracy so they do not fear to face the consequences.

2. Innovative ideas welcome and babus will be given freedom to work.

3. Education, health, water, energy and roads will be priority.

4. Transparency will be in government. E-auction will be promoted in tendering and other government work.

5. A system will be placed for inter-ministerial issues to ensure better inter-ministerial co-ordination.

6. A people-oriented system will be in place and government machinery will be geared up to fulfil the mandate.

7. Addressing concerns relating to economy.

8. Infrastructural and investment reforms.

9. Implementation of policies in a time-bound manner.

10. Stability and sustainability in government policy.

Minimum Government ; Maximum Governance


The Prime Minister-designate Shri Narendra Modi has made a historic change in the formation of Ministries. For the first time, he adopted guiding principle of “Minimum Government and Maximum Governance” and also rationalization with a commitment to bring a change in the work culture and style of governance.
• It is a good beginning in transforming entity of assembled ministries to Organic Ministries. It will bring more coordination between different departments, will be more effective and bring a speed in process.
• The focus is on convergence in the activities of various Ministries where one cabinet Minister will be heading a cluster of Ministries who are working in complimentary sectors.
• Mr. Modi is eventually aiming at Smart Governance where the top layers of Government will be downsized and there would be expansion at the grass root level.

Narendra Modi vows to put corrupt politicians behind bars, says won't spare even BJP leaders



HARDOI (UP): Narendra Modi on Monday vowed to cleanse the political system and Parliament from criminal elements if he comes to power and said his first job will be to set up a panel to probe pending criminal cases against the new MPs. 

The BJP prime ministerial candidate said he will ensure that all offenders are sent to jail after asking the Supreme Court to hear the cases against them expeditiously. 

Modi's promise to crack down on MPs with criminal antecedents across party lines in a bid to decriminalise politics and Parliament came at a poll rally here. 

"I have decided that when a new government is formed after May 16, I will set up a committee to find out what cases are pending against whom. (Lok Sabha) candidates submit in their form during filing nominations the details of cases against them. I will not discriminate in it. I will not spare even the BJP and NDA candidates. 

"I will ask the Supreme Court to hear the cases fast. Those, who have committed crime will go to jail and their seats will go to candidates with clean image. No accused will dare to fight polls. Who says that this cleansing cannot happen? I have come to cleanse politics. It is necessary to free Indian democracy from criminalisation," he said. 

Modi also stepped up his attack on SP, BSP and Congress, saying the "power game by the clan of three parties" is responsible for the poor plight of UP and the nation even as he ridiculed Rahul Gandhi for visiting homes of the poor like tourists who visit Taj Mahal. 

Playing up his tea-vendor image, the Gujarat chief minister also sought to contrast it with those "born with a silver spoon in their mouth" and made an oblique reference to his OBC origin as he reached out to voters in the Hindi heartland. 

"While the country has been destroyed by the governments of mother and son, Uttar Pradesh has been destroyed by a father-son government. On one hand there is a father-son duo while on the other hand is Behenji (Mayawati)...they waste their whole tenure of five years in teaching a lesson to each other. 

"And mother and son (Sonia Gandhi and Rahul Gandhi) simply add fuel to the fire, inflame it. This clan of SP, BSP and Congress is thriving here in this manner. Enough of this game of power has continued. Now give me a chance to serve you," Modi said. 

Targeting both Congress and SP for practising dynastic politics and nepotism, Modi was quite acerbic in his criticism of Congress president Sonia Gandhi's son-in-law Robert Vadra. 

"For them all that matters is dynasty and nepotism. And now even even the extended family is being covered. They are those, who are not ready to recognize the power of the community beyond their family members. 

"These people, who think that that only their sons and daughters will do something and are concerned only with them or their uncle-aunt and insulting the future of Uttar Pradesh," he said. 

Mocking Rahul over his visits to the homes of the poor and Dalits, Modi said that he goes to the poor to understand how does a poor person look as he has not seen poverty like someone, who has not seen Taj Mahal visits Agra to see it. 

"In the same fashion, Rahul Bhaiya visits here to see the poor. These people who are born with a silver spoon in their mouth want to see poverty. They wonder whether the poor have two legs, two hands, does the poor also have a voice. These people go on poverty tourism," he said. 

Alleging that poverty is a "tourist destination" for Gandhi, Modi said, "Whenever he goes for this, he is accompanied by a crew of television cameras. He picks up a child in his lap for a good snap and immediately after the photo session is over, the child is put back on the ground." 

Seeking to contrast it with his own "poor" childhood, the BJP's PM pick made an attempt to hardsell his tea-vendor image, saying, "I am born in poverty. I know how it feels during a cold winter night. I remember people used to slap me on my face, whenever the tea served by me used to be cold. The scars still remain." 

Hitting out at those who "mock" his childhood and poverty, the Gujarat chief minister said, "I have no regrets that I was born in a poor or backward family. I feel sad when leaders of SP, BSP and Congress make mockery of it and say whether a tea vendor can run the country. This shows the mentality of these leaders. They have become so haughty that they mock poverty. This does not concern Modi. 

"What is under question is the mentality of these leaders, who mock my poverty, my childhood every now and then. They should hear it out. I have sold tea and am proud of it. I have not done anything like selling the nation".

NDA’s economic policy to focus on job creation: Narendra Modi


Erode (Tamil Nadu), April 17: BJP’s prime ministerial candidate Narendra Modi Thursday hit out at a Congress woman parliamentarian for stalling infrastructural projects in Tamil Nadu, and promised an economic policy that would provide jobs to the youth.

Addressing an election rally in this town known for its textiles and turmeric, around 400 km from Chennai, the Bharatiya Janata Party leader said: “The economy would be reoriented with job creation at the centre.”

He said that after agriculture it was the textile sector that can provide a large number of jobs and it should be developed with the right kind of infrastructure.

Stating that the BJP in its manifesto has promised development of the handloom sector, the Gujarat chief minister accued the central government of following an economic policy that took away jobs from the youths while investors set up units in China and other countries.

He said the general election was special as people would vote a government that works and also for a decisive and accountable prime minister who has a voice of his own within the government.

Modi, who was on a two-day tour of Tamil Nadu from Wednesday, spoke about the power shortage in the state and said that in Gujarat, load-shedding was a thing of the past.

Modi said a woman Rajya Sabha member of the Congress from Tamil Nadu was responsible for delaying several infrastructure projects in the country.

The nation was told that the projects were held up for green reasons.

Infrastructure projects were stalled and “Jayantiji tax” was levied on the pretext of environment, he said, referring to former union minister Jayanthi Natarajan.
Wooing first-time voters and the youths in the age group of 18-28, the BJP leader asked them not to waste five years of their lives by not voting for candidates of the National Democratic Alliance (NDA).

He said the NDA will not only change the face of the country but also that of Tamil Nadu.

గుజరాత్ రాష్ట్రంలో జరిగిన గోద్రా అల్లర్లపై తానెన్నడూ మౌనంగా ఉండలేదని బీజేపీ ప్రధాని అభ్యర్థి, గుజరాత్ రాష్ట్ర ముఖ్యమంత్రి నరేంద్ర మోడీ స్పష్టం చేశారు. అలాగే, ఈ అల్లర్లకు సంబంధించి క్షమాపణ చెప్పే ప్రసక్తే లేదని ఆయన తేల్చి చెప్పారు.

క్షమాపణ చెబితే నేరస్థులను వదిలేస్తారా? ఇదేం పద్ధతి! తప్పు చేసింది నేనే అయినా సరే... క్షమించొద్దు. శిక్షించాల్సిందేనని పునరుద్ఘాటించారు. గుజరాత్ అల్లర్లపై 2002 నుంచి 2007 దాకా దేశంలో అనేకమంది సీనియర్ పాత్రికేయుల ప్రశ్నలకు జవాబిస్తూనే ఉన్నాను. కానీ, వాస్తవాలను అర్థం చేసుకునేందుకు తగిన ప్రయత్నం ఏ ఒక్కరూ చేయడం లేదని ఆయన ఆవేదన వ్యక్తం చేశారు.

No 'Dhoom 3' this time: Narendra Modi taunts Rahul, Sonia Gandhi


Barmer, Rajasthan: In a jibe at Rahul Gandhi's 'Dhoom' remark while attacking the BJP at an election rally last month,Narendra Modi today said the Congress vice president remembered the movie "because of a motorcycle ride he had with a history-sheeter."

"He kept then chief minister Ashok Gehlot in the dark and reached Gopalgarh where he rode pillion on a motorcycle, which was a stolen bike, with a history-sheeter," Mr Modi said at a rally in Barmer, Rajasthan, on Saturday.

"In Dhoom 3, father and son do all the things and in the country, mother and son (Sonia and Rahul) play games. The country has seen their two Dhooms but Dhoom-3 sequel (of mother and son) is not going to happen now," Mr Modi said.

Reacting to the Gujarat Chief Minister's remark, Mr Gandhi said in Amethi, "What can I say on such language? This is the kind of language he uses, we don't use such words. "

At a rally in Ghaziabad on March 29, Mr Gandhi had said that the 'India Shining' balloon created by BJP in 2004 has burst twice and this time too it will meet the same fate.

Giving the example of Hindi movie 'Dhoom', Mr Gandhi said, "Now they have come out with a new film - Gujarat Model. This is the third balloon and the elections are approaching. You (people) have the power... your fingers will press the button... and the balloon will burst again," he had said.

Meanwhile, Mr Modi at the rally today in Barmer, also accused the Congress of "working overtime" through CBI and "agents" to send him to jail.

The Barmer constituency has generated a lot of interest as expelled BJP leader Jaswant Singh is contesting from here as an Independent. Sonaram was a former Congress MLA before he joined the BJP. 

Exuding confidence that the BJP would win all the 25 constituencies in Rajasthan, Mr Modi said Congress would not be able to touch double figure in any of the states and would not be able to win even a single seat in some states including Rajasthan.

A Pakistan where people want Narendra Modi as PM


It's true. People of this Pakistan want Narendra Modi to become prime minister of India.
More than 250 residents, including over 100 voters of a village called "Pakistan" in Bihar's Purnea district, are set to vote for the BJP to help Modi to fulfil his dream. "We want Narendra Modi to become PM," said Hira Hembrum, a middle aged villager. Hembrum's view was supported by most of the villagers who are living in abject poverty and without basic amenities.

Pakistan is the name of a village in Singhiya panchayat, Srinagar block, about 30 km from Purnea town, the district headquarters. "People in Pakistan are keen to vote for BJP to see Modi as PM," Haldu Murmu, another villager of Pakistan in Purnea, about 350 km from the state capital," was quoted as saying in local media.
What is interesting is that there is not one Muslim family in the village, which comprises mostly Santhal tribal households. There also is not one mosque in this Pakistan. Murmu said they want to vote Modi to counter neighbouring country Pakistan's bid to disrupt peace. "Only Modi can do it," he said.
Purnea goes to polls April 24. According to a police official, government documents record the name of the village as Pakistan.
So how did the village get its name?
Elders in the village recall that the village was named soon after India's partition in 1947.
"Many Muslims who earlier lived here chose to leave for East Pakistan (now Bangladesh), when the country was partitioned. We decided then that the village could be named in their memory," one elderly villager said. Pakistan village is poor and illiterate. The literacy rate in Purnea district is just 31.51 percent. There is hardly a literate person in Pakistan village, where proper roads, a school or a hospital is hard to come by. However, anti-Pakistan sentiment dominate the village.
Murmu recalled that after 26/11, when 166 people were killed by Pakistani terrorists in Mumbai, the villagers had even considered changing the name of their village. "When Ajmal Kasab was hanged to death two years ago, villagers celebrated by distributing sweets, singing folk songs and dancing," Murmu said.
In 2012, Chief Minister Nitish Kumar informed a visiting Pakistani delegation that there was a village named after their country in the state. The surprised delegates told Nitish Kumar that they had never heard of the village.
The chief minister showed the map of Pakistan village to the Pakistani delegates and explained that when all the Muslims of the village, then in Islampur district of Bengal, had migrated to East Pakistan (now Bangladesh), the villagers left behind decided to name a village in memory of those who left.
Prior to the the States Reorganisation Act of 1956, Purnea too was part of Islampur, which now lies in the state of West Bengal. The Muslims who left the village for East Pakistan had handed over their property to Hindus in neighbouring areas.

BJP releases chargesheet against UPA’s decade of decay


Denouncing UPA Government as a ‘failure’ on all fronts, BJP on Friday released chargesheet over misgovernance of Congress and slammed Sonia Gandhi and Rahul Gandhi of being equally guilty of all ills by exercising authority without responsibility. The chargesheet highlighted failures and various scams of the present UPA Government.
The party picked holes in the Government’s economic policies that brought destruction, its policy on defence and national security, foreign policy and ‘neglect’ of North-East, besides ‘undermining’ of institutions including “compromising the dignity and integrity” of the office of Prime Minister.
“This Government is a failure on all fronts. The legacy of UPA for a great country like India is a suffering India, insecure India, distressed India, depressed India and an India whose image stands tainted because of the shameless saga of scams and corruption,” BJP leader Ravi Shankar Prasad.
This Government will be remembered as the most corrupt Government in Independent India, he claimed after releasing the “chargesheet”.
Targeting the Congress leadership, Prasad said, “The BJP’s first charge is Sonia Gandhi and Rahul Gandhi are equally guilty of all the ills in India along with Manmohan Singh, because they wanted to exercise authority without accountability.”
He said that the Congress leadership of a “deliberate, conscious devaluation” of the office of Prime Minister by Sonia Gandhi and Rahul Gandhi where Manmohan Singh acted more like a CEO of a Board where they had controlling interest.
The BJP ‘chargesheet’ concludes by saying, “The Congress-led UPA Government has indeed been a disaster for this country. It has only left a legacy of suffering, agony, disappointment and hopelessness for the people of India. Its misdeeds in various fields have shaken the very foundation of the country.”

Congress is synonymous with corruption

In the backdrop of a series of big ticket scams hitting the nation hard, Prime Minister Manmohan Singh is waxing eloquent on matters of corruption.
While addressing the annual conference of the CBI and state anti-corruption agencies, the PM maintained that his Government is doing “everything possible” to ensure “probity”, “transparency” and “accountability”.
One can’t help thinking of the Prime Minister’s mounting number of platitudes regarding corruption as the devil preaching the  scripture. This came at a time when the Congress party and the UPA Government it leads are both neck-deep in corruption.
The most recent of the cases concerns Robert Vadra, the son-in-law of Congress president Sonia Gandhi. Vadra has allegedly turned an initial amount of just Rs 50 lakh into a whopping Rs 300 crores in three years by means of inappropriate business transactions with realty giant DLF. In exchange, DLF reportedly received favours from Congress-led Governments in Haryana, Rajasthan and Delhi.
But instead of ordering an investigation into the murky dealings, the Government is coming to the defence of Vadra. In fact, Finance Minister P Chidambaram clearly ruled out any probe into the issue while at the same time seeming to suggest that the Gandhi dynasty son-in-law was above the law!
Earlier in the month, the Government openly evaded questions on the expenditure incurred on Sonia Gandhi’s foreign trips. This was after after media reports suggested that a whopping Rs 1,880 crore had been spent from the public exchequer. Such is the nature of the Government’s efforts to ensure probity in public life. But that is not the end of this sad story.
A series of scams ranging from sectors like Coal mining to Power to Civil Aviation to 2G Spectrum to the  Commonwealth Games, and most recently a scam called Steelgate — add to an estimated loss of Rs 7,46,000 crore to the national exchequer. Each of the scams show a clearly visible imprint of the ruling Congress Government.
Apart from scams, the Congress-led UPA has other achievements to boast of as well. If one is to go by what Julian Paul Assange, editor of the whistleblower website Wikileaks has to say, India is the main source of black money.
The Congress-led Government never seems to show any interest in bringing back black money stashed away in overseas tax havens. Rather, it chooses to hide behind loopholes in international agreements to protect black money holders.
The story of the Congress and the saga of corruption in India go hand in hand. It was the Congress which spawned the culture of corruption in the country.
The nation can’t forget the Bofors gun payoff scandal which marked the beginning of corruption in India’s high places, thanks to the Congress. Later successive Congress Governments skillfully institutionalised corruption in the country. Now Congress’s corruption march has seems to have reached a whole new crescendo. It wouldn’t be wrong to conclude that rampant corruption is the most striking feature of UPA’s governance.
The Government has never dared to fight the menace of corruption. Rather it has allowed plunderers to loot the nation’s riches and then done everything in its power to shield them.
